How much should pupils react to light? when i turn light on they get a little smaller then right back to normal. they usually react better. is it ok?

Sounds normal: As long as you don't feel any discomfort with the light, then the pupil reaction is normal. It doesn't have to constrict completely, just enough to protect you.

Yes this is OK: Normally your pupils will enlarge (dilate) in the dark and get smaller in the light. When you turn the lights on in a dark room your pupils may get small and then rebound a bit (hippus) but they probably are still slightly smaller in the light. What you are describing is very normal.
