No: You would see ordinarily leukemics to have counts greater than 20, 000.

Stop worrying: The reference range is determined by looking at where most, but not all, healthy folks fall. I can raise my WBC to 20, 0 romanian style by swimming for a short time cold water. If the white cells were not flagged as abnormal-looking, then at your age you have no evidence of leukemia, period. Hope this helps. Best wishes.
