Get more information: The white blood cell count alone is not enough to determine if there is leukemia. The type of blood cells that are increased is what is important. This is called a differential, where the laboratory and/or the hematologist look at the blood cells to see what is abnormal. Immature blood cells or a very high monocyte count can indicate the possibility of leukemia.

Not necessarily: 13.7 is not hugely abnormal, so you cannot make the diagnosis off that alone; however, if of those 13.7k there are a high percentage of blasts, then yes, this could be consistent with leukemia.
