No: No, the normal uses of Hydrocortisone 1% cream do not cause unwanted hair growth. However, with skin inflammation rashes that are leading to hair loss, the Hydrocortisone can help stop the inflammation, clear the rash up, and allow some hair to start growing back (but that would be wanted hair growth).
