No: Tightness over the patella with bending most often represents fluid within the joint (effusion). Typically the knee no longer swells after 3 weeks, so this may be from associated damage to the knee such as cartilage defects or meniscus tears. The range of causes is too wide, so it would be best to ask your surgeon!
