What does it mean to have a negative cervical biopsy but abnormal pap smear?

Biopsy is the final : A cervix biopsy is more reliabe than a pap smear. So a negative biopsy means that there is no cancer seen from where the biopsy was taken. Your doctor can make it clear if you ask him/her.
