Likely benign: Could be a scrotal "pearl" from a calcified appendix testis, or a tiny cyst. Probably best to see urologist for reassurance & certainly if it gets any larger & there is any question of a testis tumor. All testis tumors have to start out being very small. Diagnosis easy to confirm by ultrasound. Good luck.
