Low carb : Low carb, higher protein snacks are better. Consider cup of greek yogurt which has more protein than regular yogurt, cheese and lean meat, 1/2 sandwich or small piece of fruit. Try to keep carbs to 15-25gm per snack.

Light with fiber.: The key to creating a healthy diabetic snack is to keep the calories and fat content low, and keep the fiber and protein content high. Shoot for 5-10 grams of fiber in a light, low fat, high protein snack. Fruit and yogurt would work. Brown rice with beans. Or some handfuls of vegetables with hummus.
