Probably not: Sometimesstraing like coughing, sneezing or straining can cause red spote. Of corse if this is after being out in the wind or gardening it represent a foreign body on the surface. If she is taking blood thinners this can be serious if iy is spontaneous. If in doubt seek evaluation.
