Many causes: Get an exam first by your regular medical doctor about this, because this could be a sinus infection or some other cause of headache unrelated to the tearing of the eye. Constant tearing is probably from obstruction of the tear drainage system, which sometimes can also be from infection or sinus problems. You might need to get an eye exam also as recommended by your medical doctor.

Could be related: The tearing may be related to the headache... I would agree with the others that an examination needs to be done by a headache or facial pain specialist.
