See the doctor: Either she has gotten into something and touched her eyes with contaminated hands , or sje may have eye allergies. Cold compress for temporary relief.

Constant drainage: If this has been an ongoing problem, check with an eye doctor to make sure your child doesnt have blocked tear ducts.
