Acanthosis nigricans: It sounds like you are describing a skin condition called acanthosis nigricans. This appears as darkened, velvety skin around the base of the neck, also in the axilla. It is typically associated with Insulin resistance. You don't necessarily have to have diabetes, but would be at increased risk for developing diabetes. If you are overweight, weight loss can be helpful to treat it.
