Weight loss is key: There are no specific exercises to make fat leave a certain area. Dark skin at the back of the neck suggest acanthosis nigricans which is more common in those at increased risk for diabetes. You should have your blood sugar measured. Don't drink beverages with calories. Work on smaller portions, move more (like walking) and get your sugar level checked. You might have diabetes or so pre-diabetes.
