Later in day: If you are fasting for the majority of the day, then you will be dehydrated at the end of the fasting period. So assuming that you are having dinner after your fast, as well as breakfast in the morning before your fast, then the best time to work out is probably an hour or 2 after your fast, after you've had some fluids and a snack - or you could work out in the morning, before breakfast.
