Treat symptoms: Nsaids (advil) or tylenol (acetaminophen) for headache and fever (if present), chloroseptic for the throat pain. Warm salt water & listerine gargle also soothes sore throat. (s)he also needs to see the doc to be tested for group a strep, which causes "strep throat." if present, it needs to be treated promptly to prevent rheumatic fever, a rare but serious complication of untreated strep throat.

Virus or bacteria: As dr. Lewis mentioned, sore throat and headache can be cause by the bacteria that causes strep throat. I simple test can be performed to determine if this is the cause, and if so, appropriate treatment (antibiotics) can be initiated. Viruses are also a major cause of similar symptoms, and the treatment is simply supportive care (comfort) until the body rids itself of the virus.
