It's below the cuff: The BP cuffs are designed for the arms. The legs are too big and awkward. When the cuff is inflated above the blood pressure and then slowly deflated, it easiest to hear the sounds of blood flow returning just below the cuff on the brachial artery near the elbow. The wrist pulse can be felt as well, but feeling the return of flow in the wrist only gives us the upper number.
