Toothache: I know from personal experience that a throbbing toothache usually means an infection in the tooth. You can take over the counter anti-inflammatory meds like advil (ibuprofen) which may help some, but best bet is to see your dentist stat.

OTC pain meds..: .. Until you get to your dentist, and i hope you have already called for an appointment. This can accelerate quickly into a major emergency.

NSAID's: Topical medications won't do anything for situations such as these. Take medications such as advil, motrin, aleve (naproxen) or what you normally would take for a headache. "throbbing" toothaches usually indicate an infected nerve requiring root canal therapy. In these cases, "cold" liquids often give some relief. See your dentist asap for treatment.
