Depends: If you are a marathon runner , yes , will have low heat rate, as they have enormous reserve, other wise is not normal need to asses the heart and its conductive ( electrical ) system, speak to your doctor as you may need work up.

Borderline low but:: Normal heart rate is 60-100, though it is usually 60-80. Thus, 59 is borderline low but I am sure it is not 59 all the time; if you check your heart rate 20 times a day you will probably get 20 different readings and it can change moment-to-moment, so if it usually 60 or above I would not be concerned. Those who do a lot of aerobic exercise often tend to have lower heart rates.

Heart rate: Heart rate is normally variable. A modest drop in rate is not a cause for concern. A large drop which causes dizziness or other symptoms should be investigated.
