Routine procedure: I can't speak for all periodontists throughout the country, but in my area & to the best of my knowledge, performing sinus lifts for the purpose of establishing adequate bone support for the placement of dental implants is a routine procedure nowadays.There's nothing wrong in calling to ask. However, make sure you have a restorative dentist who works as a team with a periodontist for best results.

See a periodontist: Most periodontists do sinus lifts who place implants if there is enough bone under the sinus then the implant and sinus lift can be done at the same time the implant needs to be stable at placement.

Training/Experience: Any dentist who is trained and feels comfortable performing sinus lifts can offer the procedure if he or she wishes, and there are probably a number of general dentists who do them and probably do it well. As sinus lifts can be a more complex procedure, periodontists and oral surgeons probably do the vast majority of sinus lifts in conjunction with or in preparation for implants.
