Two issues: 1. You may well have arthritis affecting your cervical spine and could have this evaluated with imaging studies. See a doctor, 2. You may have 'floaters' in you vitreous humor of the eye, or possibly other issues with your vision and this should be assessed by an ophthalmologist. Do not go to an optometrist.
