What does it mean when i rotate my neck it grinds and i can feel it grinding and making a noise. my eye has dots that go where ever i look?

You may have 'floaters' in you vitreous humor of the eye, or possibly other issues with your vision and this should be assessed by an ophthalmologist. Do not go to an optometrist.
