Pump and see: Please use a breast pump or try to express milk. Do you let down or leak milk when your child cries? Can you breast feed your child and is (s)he satisfied? Why did you stop? If it was for an infection, you may need to pump some to clear out any old milk which might not taste right to your child. You will not know for sure until you try these things.

Yes: Your breastmilk making ducts are still active. You are not making much milk now, but if you rebegin to breast feed your baby when he/ she is hungry, you will rebuild your milk supply.
