Barky cough: A barky cough in a toddler is usually croup - an upper airway infection which causes mild airway inflammation resulting in a trombone effect producing barking sound when coughing. Concerning is if he begins to make a loud sound when breathing in - known as stridor. He should be seen by a pediatrician for possible one time steroid administration which will help croup. Cold misty air usually helps.
