Skin rashes: It is very difficult to diagnose skin rashes without actually seeing it. Red bumps that itch are commonly eczema. You might try otc Hydrocortisone cream applying a thin layer to the rashes once or twice a day and use skin moisterizer daily. If it does not go away, you should see a physician to get a proper diagnosis.
