May have scar tissue: You may have scar tissue that feels like a wart otherwise if the wart has indeed grown back consider having a laser used like a cutera laser it attacks the blood vesels that feed the wart very effective.

Yes. Sometimes : Sedation and local is all that is needed. If more or a deeper anesthetic is needed and there is no medical reason not to give this, then deeper sedation or general anesthesia can be used/provided.

Wart: I have been using a co2 laser for warts with great success under light sedation and local. Ask your podiatrist if they do this.

There are many ways: To treat warts. Pulse dye laser, freezing, acid etc. Which route you decide on is your choice. Keep in mind if it is excised, there is usually a post op period of pain.
