Not unusual, but...: The local reaction to a tick bite is not that different than what you would have from a splinter. The tick was a foreign body & your body is reacting to it. When removed, sometimes mouth parts break off & stay in the skin, which can cause a more prolonged reaction. Fortunately, these leftovers do not greatly add to your risk of tick borne diseases. If you have rash, fever, pain however, see a dr.
