How to treat constant itchy, leaky eyes that didn't respond to conjunctivitis drops but only seemed to get more irritated and itchy after each use?

Itchy eyes : This condition is most likely allergic in nature and will repond well to cold compresses and anti allegy drops (such as zatidor over the counter). Do not use visine or clear eyes.
