No: the damage from smoking is dose related, but is also related to genetic and acquired sensitivity to smokings effects. Some people ARE extremely sensitive to the effects of cigarette smoke and even low doses may cause harm (people with asthma or allergies to elements of the smoke). However, most harms (heart disease, cancer, COPD) are MUCH lower with less than 1 cigarette/day than higher dose use.
