See a dentist: You have gum line problems that need to be taken care of. Have you had your teeth cleaned on a regular basis? If you have not, then you probably have tartar build up, plaque and swollen gums that bleed (signs of gingivitis or periodontal disease) if necessary, they will refer you to a periodontist (dentist gum specialist) or if the problem is medical, refer you to a physician.

Bleeding can be a : Sign of a few different issues. The most common of which would be periodontitis. The best plan would be to have dentist perform an initial evaluation & then as needed (which seems to be the case in your situation as you describe persistent universal gingival bleeding post brushing) they will refer you to a periodontist, who is a gum specialist, if it is not determined to be a more serious cause.
