No: When food is soft on your teeth that is called plaque. Plaque can be removed by brushing and flossing. After 24-48 hours it hardens and becomes tartar. This can only be removed by a professional cleaning.

Unfortunately no: The hardened bacteria which forms the calculus needs to be scraped off with a scaler or an ultrasonic tip, both of which your dentist/hygienist can do. After your mouth is clean, you can maintain it by brushing and flossing well.
