Sweating: Sweating will start when the temperature sensing mechanism in your body senses the raised temperature in the central core of your body. At that point, your nervous system triggers sweating which through evaporation cools the body.

Evaporation: It is likely that when your are walking, you are sweating lightly but the sweat is evaporating off your skin. This is how sweating cools you, by evaporation and removal of heat during the process. When you stop walking and are at rest, the evaporation is less, because air is not blowing across your skin. You will notice more sweat at this time because the evaporation is happening more slowly.

You are: You continue to perspire, but while walking you either may not notice it, or it evaporates from the surface of your skin before it pools and becomes more obvious. When you stop walking it becomes more apparent.
