Yes: You should make sure your makeup is hypoallergenic (for example clinique). Makeup often has fragrance or other ingredients that can irritate skin. Using Hydrocortisone cream for less than one week can help. Prolonged use on the face can cause thinning of the skin and other problems. Consult a physician for advice and prescription treatment as well.
