Yes: You should make sure your makeup is hypoallergenic (for example clinique). Makeup often has fragrance or other ingredients that can irritate skin. Using Hydrocortisone cream for less than one week can help. Prolonged use on the face can cause thinning of the skin and other problems. Consult a physician for advice and prescription treatment as well.

Contact Dermatitis: Contact dermatitis is a condition in which the skin becomes red, sore, or inflamed after direct contact with a substance. There are two kinds of contact dermatitis: irritant or allergic. Irritant dermatitis is the most common type. It's caused by contact with cosmetics, and others. Treatment is with prescription strength topical cortisone such as Cloderm or Locoid (hydrocortisone butyrate) lotion.
