No: A non union fracture will need removal of of the non union ends and increased stability. The stability is provided by screws and plates. If this is helpful, please vote for me. Thanks!

Try bone stimulator: Before you jump to having surgery, have you tried an ultrasonic or electrical bone stimulator to heal the fracture. I have had great success on difficult fractures many displaced and have avoided many surgeries with these safe and conservative treatment modalities.
