Yes: Surgery or any other trauma can modify you cycle. If it goes on for more then one or two cycles see your doctor.

Band removal: Yes and no. Just removing the band should not affect your menstrual cycle. However, if the band is removed and you gain a significant amount of weight, that can affect your female hormones and therefore affect your cycle.
