Chronic wound care: Any wound in the skin that does not seem be healing naturally and is "leaking" needs evaluation by a doctor, possibly one who is more familiar with wound care. Diagnosis and treatment require a medical evaluation. Some of us podiatrists do advanced wound care evaluation and treatment on a regular basis at hospital-based wound centers. That may be a resource for your father.

Not sure...: Something is delaying his normal healing process. This is almost always a blood flow issue at his age. I would try applying a homeopathic healing ointment (cream) like traumeel - available online and at whole foods - first. Apply as often as needed and keep clean. If this does not help quickly, you better see a doctor for evaluation.
