What's the expert opinion, could the redness on a diabetic's legs be warm to the touch?

Redness of the legs: Usually the area where the redness is located will be warm to the touch. This is due to inflamation. Either due to venous insufficiency, lymph edema, or decreased arterial blood supply. A vascular evalauation and non-invasive vascular study would be recommended.
