Depends: Is it an emergency? Is she in pain? How pregnant is she? Are there other patients also in distress? Really, the answer depends on the situation. As physicians, we sometimes do see patients out of turn if the situation warrants. Since everyone has a reason to see us, we do not like to do this too often.

Sure: If she is having an eye problem, it is reasonable to see an eye doctor first. Eye drops that are used during the exam will be used sparingly and only if they are safe. Similarly, if any treatment with medication is needed and there is a question as to its safety, it will likely need to be okayed by the ob-gyn. It is important to work together and keep good communication in situations like these.
