Sure can be: Consider one legal substance - alcohol. It is a depressant and abused over time can create symptoms that are just about identical to major depression. Some drugs lead to depression once the person comes off them. Use of illegal drugs can make it dog gone near impossible to adequately treat unipolar or bipolar depression. Mood disorders and drugs of abuse = bad combination.
