Possibly: Like many things the answer is situational.1st, the diagnosis has to be properly made.Then a plan has to be generated on how to deal with the problem and it's consequences.Medication is often necessary, but should be a last resort, after other approaches fail.Do not close the door to the possibility.

Not all: Not all children with elements of ADHD are going to need medication. Their ability to function appropriately can be enhanced by cognitive behavioral techniques, special education services, managing classroom environment to reduce distractions and counseling to assist parents in management. The use of medication should not be ruled out if these approaches are not successful.
