Not Just Local : Several stds are infections that can get in the blood and become a total body infection. Hiv, syphilis and hepatitis can arise other than just orally after oral sex. Hpv is a little more complex, as a partner can have the virus without obvious symptoms. It is possible for the receiver of oral sex to get warts if the partner has oral hpv.
