Are novelty oxygen bars as effective as medical oxygen treatments?

No: I would not use them in place of medical oxygen.

Absolutely not: Oxygen bars needlessly separate you from your money, or are just downright harmful. Life evolved to tolerate oxygen long before it evolved to thrive in it. As such, most life on land does best when o2 is at environmental levels (21%). Higher levels can be toxic and, over a long time, accelerate aging. Fortunately, most o2 bars "sell" air identical to what you breath on a city street.
