I wish there were: Even if the patient paid zip, the physician has a huge expense of establishing and maintaining a practice, and an insane tort law system. I've seen a million dollars awarded a family for a doctor "missing a cancer" when the real problem was the patient's refusal to comply with recommended follow-up. All decent people lose and we can't provide what we'd all like to provide -- free cancer screens.
