No best time: There is not best time to go to sleep or wake up. It all depends on you & if your schedule. What does matter is if you are getting the proper amount of good quality sleep. The average amount of sleep is usually 6-8hr or more if you are a teen. Many say that is good to get on a consistent sleep schedule rather than sleeping 12hours on the weekend and only 5 during the week.

Individual: Everyone is different. Go to bed when you're sleepy and get out of bed when you wake up. If you feel rested when you get up you're probably getting enough sleep. Most adults sleep 7-8 hours. The time you go to bed and wake up are not as important as the quality of your sleep.
