Skin: Hi, the younger you are the easier it is for the skin to tighten up. But, it is not impossible to tighten skin even at 40+years old.If you have lost a lot of weight ie.100 lbs, it may be necessary to have an evaluation by a plastic/reconstructive surgeon. If the hanging skin is causing you problems--rash, pain etc, surgery could be covered by your insurance.Regularly exercsing u may eliminate prob.

Loose skin: Losing weight about 2 lbs, a week, with exercise is ideal. But, if you have lost a lot of weight and are older, you may still have some loose skin. So, there is no guarantee to tighten up a lot of skin. Do your best to lose the weight and exercise to become healthy, loose skin is much better than being unhealthy. Also, depending on your circumstances, health ins. Might help in tightening skin.
