Infected Toenails: Given that it has an oder and i presume pain this common condition known as a paronychia needs treatment that may include toe nail surgery and antibiotics. Soaking the sore toe in epsom salts may help soften up the abscess and allow some drainage.

Infection: More than likely if an odor is present you infection. Seek treatment asap and soak in betadine solution mixed with water. You will need antibiotics.

Soaks for a start...: It's most likely infected. You can use neosporin and h2o2 topically, an infection in the area can be treated locally by soaks - i like dilute vinegar soaks beacuse they provide an acid environment which is not conducive to most opportunistic bacteria. Also use a topical antibiotic cream. If the redness doesn't go away soon, you may need an oral antibiotic. Get to a podiatrist soon!
