Could having excess amniotic fluid at 33-35 weeks cause pre- term labour? (levels were 22cm and considered "normal, but at higher range").

Yes: Excess fluid causes distension or additional "stretching " of uterine muscle and may make it more irritable and contract more. 22 cm is not terribly high but still could cause an increase in contractions. You need to be checked to see if this is causing true preterm labor with cervical change or just preterm contractions.
