Red : A bright red bump could be a benign hemangioma (collection of blood cells). See a dermatologist to properly evaluate the area to ensure it is not cancerous.

Red raised skin bump: Could be a bug bite, an inflamed cyst, the beginning of eczema or contact dermatitis, impetigo or other skin infections, plus a number of other things. Usually these are itchy or sometimes paiful. Please see your dermatologist for an evaluation.
