Cannot: If these are hereditary, as most are, they can be treated with laser therapy by experts in vascular disease who do this. Some say that use of supplemental vitamin e may help but unaware of any conclusive data to support this. There are a few other causes of telangiectasias, but you would need to see a doctor and be evaluated for these.

Sunscreen!: Telangiectasias are visible blood vessels within the skin. They result from rosacea, sun damage and steroid atrophy. You are a little young for rosacea but should be checked. Using Hydrocortisone cream chronically will lead to fat atrophy in the skin that makes blood vessels appear where they ordinarily wouldn't. Make sure that's not happening and wear an spf greater than 50 to protect your skin.
