Can have tattoo.: Telangiectasia are very small veins (like spider veins). Having them is not a contraindication to getting a tattoo, but when having the tattoo, if these are nicked by the needle, they could bleed and form a hematoma. You should be extra cautious around this area but no major bleeding will occur.

Yes: Spider veins, reticular veins are telangiectasias, and having a tattoo over such an area may result in increased bleeding and bruising. Treatment of the area beforehand with sclerotherapy may help to get rid of the spider veins, then try getting tattoo.

Tattoo: Not recommended, due to risk of bleeding. Ask your doctor for treatment of the Telangiectasia first.
