Many Things: Many things can cause a reddish discoloration in the legs. I would recommend evaluation by a dermatologist.

Ankle discoloration.: There are many potential causes of reddish ankle discoloration and it may not at all be related to veins. Genetics, swelling, sun exposure, venous pressure and many other factors can all play a role. See your medical MD for an evaluation.
