Border borderline: Normal fasting blood sugar is 99 or less; 100 or more is considered borderline diabetes so this is borderline borderline and certainly higher than optimal for a 24 yo. Rather than worry, take steps to improve it- literally by taking steps (exercise helps) & eating less sugars & starches (esp. Grains). Probably OK: The normal range for fasting blood sugar is anything from 70 to 99. From 100 to 125 indicates prediabetes. A value of 98 is at the high end of normal. However, blood sugar can fluctuate a lot due to biological and measurement variability. Rechecking fasting sugar a couple times is important. If it remains near 100 then a low glycemic index diet and aerobic exercise should help reduce it.
